Would be so cool to be able to hit a button and change my rig from Eb to E or vice versa without having to change a performance or patch. And it would be cool if it didn't have to take up a pedal slot. Depending on the gig, sometimes it is easier for me to stay within 1-2 rigs, and this would be awesome.

No
If you want to change it by foot then you would need to either have it as a stomp or change preset with it in the rig menu.
However, if you are happy to manually reach for the Rig button and hit the soft switch by hand then it is definitely available already.

No, it is global setting for all rigs, independent of stomps and effects chain. Press RIG button, and on 1st page, 2nd knob sets the Transpose.

transpose is not a global setting but is stored individually with each rig.

like it would be SICK if in performance mode, I could assign the half step down transpose to the Looper button. That way I can just hit that really quick

You can. Place Transpose in an effect module e.g. module B and assign "Stomp B" to the Looper button.

I've got it locked in stomp A, then it stays detuned even when you change rigs. It's worth giving up an effect slot for.

Whether ots worth ot or not is personal preference bit it’s cerainly cheaper than trying to find an old Steinberger with a Transtrem. Ned managed to do zero latency transposing way back in the 80’s without tying up an effect slot ? Damn, I wish I could afford one of those things now.

Half of my guitars have got floating trems, so being able to hit a stomp and magically tune down half a step is definitely worth it for me. I edit the transpose to +1 when I plug in one of my detuned guitars. I so wish I had this when I was 14 learning all that Extreme and early VH stuff.
P.S. I still have 7 more effect slots to use than Ned (whoever Ned is?) ?
