Is it possible to copy an entire browser rig (meaning all stomps, stack, and post amp configurations) into a performance slot from the Kemper's controls (not from Rig Manager) in one operation? If so how do I do this?

In Performance Mode, select the slot, turn the Browse knob 'till you are on the desired rig, press the Browse knob to confirm, press Store 3 time to save the Performance. Done
Edit: Output menu is global, not rig/Performance dependent, and Performance Mode has his own one.

In Performance Mode load destination Performance and Slot. Then dial the BROWSE knob, which opens the Rig browse pool and select the Rig. Afterwards don't forget to store the Performance before leaving.

It's just not picking up the new rig in the slot. Does the lock button have anything to do with this- it is lit?

Hold the LOCK button to check what's locked. Locked modules will be lit, while you hold the LOCK button.
