I suggested something similar a whole ago: Phaser and Flanger rate independent from tempo

The option would be IMO "allow each effect module to independently be tempo-controlled or not"
... or how about each time-based / modulated effect has this single parameter added to it:
Sync to tempo : OFF / ON
IMHO, this would be the most-elegant solution; it would cover external tempo (MIDI clock) as well as, obviously, Tap Tempo, on a per-effect basis.
