Is there a control in the Kemper to adjust the headphone L/R balance and stereo/mono? I have significant hearing loss on one side and find it easiest to listen to things with headphones set to mono panned about 80% to one side. That seems to even out the volume between both my ears.

You can only set Panorama parameter in Rig Option but this will affect all the stereo outputs.

If I run my main out mono to the PA which I normally do will it only effect the headphone out then?

You probably already have a pair of something similar...
I used these for situations when only a left (or right) signal was present. These are switchable to mono and also you can adjust the level individually on the left and right ears:

With these you could keep everything the same on the Kemper and set the headphones to mono and adjust L/R as you'd like.
Not the best quality headphones but for the purpose they work just fine.

Or if you have some audio interface with headphones out - you could try to use interface mixer .

You could get a small mixer, run the main outputs L and R into two channels on the mixer. Pan one channel hard left and the other hard right. Then use the channel fader to set the level for left and right volume at the mixer headphones

yes-the master mono output source setting will sum everything into a mono signal.
