If you sell your KPA what is the proper etiquette. Should you clear all of the profiles you purchased? Is there a factory reset?

I think the etiquette is either leave the commercial profiles on the KPA and delete them from your hard drive and mail, or delete them from the KPA.
It's probably easiest to delete them from the KPA via rig manager.

Why not sell the purchased Profiles with the KPA?
KPA = price X
Profiles = price Y
Total selling price = X+Y -

Leave them on the Kemper.

When I sold off any processor, I left the ones that I used on the unit.
I had another question about the how ethical it is to sell any 3rd party patch packs that you bought, but weren't on the unit when it was sold.

If you delete them form your hard drive (and ideally from your mail account so you can't access them anymore), I think it's perfectly ethical. I also think that in Europe it's your legal right to sell immaterial goods if you don't keep a copy. Not 100% sure, though.
