Once you use a good pre, it will be seen by the phone like any line-level device. You'll just have to supply the proper connection adapter dependinf on the phone's input characteristics.

There are quite a few audio interfaces available for Android and iOS, but be wary of the ones that plug into the headphone jack on the phone (these usually have poorer sound quality than the ones that connect through the digital port).
Yeah, seems illogical to do it that way from my understanding since phones are not really designed for it. I could be wrong and if I am, that would be a fun one to try.
There is the Presonus Audiobox iTwo - not sure if it works with android. It requires power, though.

No - only "Android compatible IK accessories like the iRig MIC, iRig MIC Cast and iRig PRE as well as other compatible input devices.", as it says on the website. As someone else mentioned, I wouldn't count on recording high quality audio through the headphone/mic jack on any phone.
I don't know how android deals with external (eg. USB) interfaces (or even IF android deals with external interfaces).

What I meant was a high quality smartphone sound, something far better than the built in mic to record acoustic clips of friends musicians for example.

I have one as well, but I disagree on it being useless-my cats love swatting it around on the floor.
