If it takes longer to turn on, it likely has many more Rigs on it.
If you can scroll through all the patches but it only stays on one, check to see if "Auto Load" is enabled in the settings.
There is a huge difference in booting time between my toaster, my previous rack head and my stage. The stage is much faster booting, backup and OS-update! So if your reference kpa is a stage and the new one is the rack version then it is faster booting. Anyhow to compare I suggest to restore a backup from your reference kpa and then compare again.
with any used Kemper, I'd do a factory reset and then restore your reference KPA backup. Start clean then restore.
I have a Rack and it takes what to me is a surprisingly long time to boot up (I have only the rigs I use on the Rack - probably less than 20). It's horrible if you have to reboot at a gig.

It used a different (much faster) CPU for driving the display etc. The DSP processor is the same
