I haven’t tried any of the Kemper profiles of a Rockman, but I have used the old Rockmans and the one in that Pete Thorn video sounds just like them to me. Interesting that you thought all of the available profiles fell short. Do you think it’s a sound the Kemper can’t quite accurately profile?
Have you thought about buying an MXR X100 and creating your own profiles?
I’m sure you’ll know this, but for the benefit of anyone who doesn’t realise, the Kemper can’t profile time based effects, so modulation like chorus can’t be profiled - but there are plenty of tweakable chorus options in the Kemper’s fx, and delays too.
I'm pretty sure the old school analog cab sim plays a big part in it's sound.
You can always change a much more complex speaker/mic CABINET into a more simple cab sim like tone by reducing the Character parameter.
Character
Use this parameter to change the overall character of the cab. Turning the soft knob to the right of center will enlarge the peaks and notches in the frequency response curve. This will emphasize the character of the cabinet and may sound too penetrating at extreme values. Turning it to left of center will smooth the differences between the peaks and notches in the frequency response curve and flatten the character of the cabinet. Towards the leftmost position, the sound will resemble that of analog cabinet simulations (which often have a very simple frequency response and little character).
This sound is so dated I get a headache from it. ☺️

BTW there‘s a quite authentic Rockman profile somewhere on RM which is the reason why I never use it. 
Yeah, that pedal just made my list.
You'll need a TRS Split-Tap Switch for that pedal to get the correct original stereo sound, or you will have to double-track.

In the Legends Tribute Collection 1-4 you can find Rig 115 for Tom Scholz Bosten More than a feeling. I would give it a try. The profiles from Thomas Dill are really great and I use the Prince Purple Rain profile for my Cover Band Soull Seven!
Whether you think it is dated or not, the guy is simply asking for this sound. As far as getting the sound. Try some of the rig exchange rigs and add an EQ with a boost around 400Hz and 800Hz. 800Hz is more important than 400Hz to my ear. With a good stereo system, I find the air chorus works well. I tinkered with this a few years back, and I don't remember which rigs I started with anymore, but I got them from the RE. I was able to get pretty close but never exact.

^This application makes sense. Throwing no shade on it.

Makes sense. But the Rockman chorus won't help much to achieve the sound of The Police.

Just one of many that I look for. I have tried some of the other profiles that try to mimic it, but the modulation on it gets in the way when profiling and they never sound quiet right. I like having that tone for playing those great 80's songs and while it may be dated, it is still my youth.
I also still get pedals from time to time and while the Kemper is an excellent tool, I still enjoy the analog side of things as well. Just another tool to add to the arsenal.
I found one in Thomas Dill's rig Legends Tribute Collection in rig manager that I thought was very close to a Boston sound. I recorded some with it and played it for my friends and they immediately thought the guitar sounded like Boston without putting anything into their heads so it must be pretty close. In my opinion Boston isn't just the way the distortion sounds nice and fine grained, but also that he used what sounds like a wah pedal sometimes to filter the EQ. Edit: Someone suggested this already I see. Well I second that.
Maybe it's just me but when I listen to those def Leppard albums I don't hear a Rockman. And I had a bunch of that rockman gear at one time including an X-100
If I remember rightly (correct me if I’m wrong) the’80s Rockman could give echo with chorus, or you could switch off the echo, or switch off the chorus, but you couldn’t switch off both? If so, I can see how not being able to have a dry sound with no chorus or echo could easily confuse the profiling process.
I saw that the MXR X100 does have a switch to turn off the chorus - and there is no echo/delay. I then got excited* by the possibility that maybe the MXR X100 would finally make it possible to create an accurate Rockman profile (*sad but true 😁).
I then decided that my next work avoidance project for my amusement would be to buy an MXR X100 in order to profile it myself. I then discovered this thing has been selling like hot cakes! Every place I tried was sold out. For a sound that’s supposed to be dated it certainly seems popular 😁. Has the whole world gone mad and decided to form Boston tribute bands lol?
As to the whole “dated” thing, one person’s “dated” is another’s “timeless”. Using magnetic pickups under guitar strings to send a signal into a valve/tube amplifier is a really old technology, at least 70 years old. But here we are in the 21st century using computer/digital technology to recreate those old sounds.
If I manage to find an MXR X100 and create an accurate profile I’ll put it on Rig Exchange - unless someone beats me to it.
About Rockman and Police / Andy Summers sounds, the Rockman did have a clean option with nice compression, with chorus and delay on that I’d say you’re very close to a Police guitar sound.
