irrational appearing (!) tuner values can be caused by old and/or dirty strings. Old or heavily used trings might have been deformed by the frets or have accumulated a fair amount of dirt. These strings no longer oscillate in an even manner, but rather somewhat chaotically and the tuner is merely showing you this.

What tuner are you using? I use the strobe like tuner. When you get in the ballpark it seems more accurate. Also if your pickup height is too high the magnetic pull can affect a tuner. Also having effects before the input can do crazy things. But no video so, can't really know what's going on.
