I want to kill my external effects while not using them (while leaving the pedal board plugged in) will switching my EFFECTS slot from LOOP MONO to a random KEMPER Effect do the job?

Just turn off the loop as if it were any other stomp. No need to go farther than that.

GOAL.. JUST A SIMPLE MONO LOOPER IN EFFECTS CHAIN
GUITAR > PLUGGED INTO ALT INPUT (INPUT SOURCE IS ALT INPUT)
LOOPER OUT > RETURN INPUT
KEMPER DIRECT OUTPUT SEND > LOOPER INPUT
EFFECTS SLOT X > LOOP MONO, MIX 100%
GUITAR SIGNAL COMES THRU, BUT LOOPER OUTPUT NOT THERE?

EFFECTS SLOT X > LOOP MONO, MIX 100%, and set the the "Mix: Pre/Post" option to POST.
As said above, simply turn off the FX Loop, and the external Looper Output will be muted.
